Broad-based coastal management training program: capacity building towards a responsive coastal resource management

Abstract:

In the Philippines, a growing number of locally based coastal management initiatives are being conducted by non-governmental organizations, peoples's organizations, academic institutions, local governments, and the national government. Due to the diverse disciplines and varied backgrounds of implementers, there is a need for a comprehensive and integrated framework for the management of coastal resources. The lessons learned and gathered for the past years showed the importance of creating a critical mass of individuals to spearhead the growing demands of resources management and ensure its sustainability. There is an immediate need to build the capacity of major stakeholders to be able to shift the responsibility of management from the national to the local level whenever practical and appropriate. Training is one of the more common strategies of enhancing such capability. In this context, training should be able to import knowledge on the various concepts of resource management as well as its practical aspects. With this as premise, the Broad-based Coastal Management Training Program (BCMTP) was conceptualized and implemented since 1994 by GO [government organizations]-NGO [nongovernmental organizations] consertium.
