CRITICAL-LEGAL ANALYSIS OF THE NEW STANDARDS OF ETHICAL GOVERNMENT BEHAVIOR

Abstract:

The general objective of this research work is to analyze Decree No. 4 issued by the President of the Republic of Ecuador, Mr. Guillermo Lasso, on May 24, 2021, which establishes the rules of ethical governmental behavior, in order to evaluate its relevance and practical functionality in all state entities. As a research technique, an interview was applied, which was directed to professionals such as a lawyer, a prosecutor, a university academic and a public official. The results showed that the creation of this regulation is a new mechanism to fight corruption in all governmental areas of our country, as long as there is a correct application of this, based on professional ethics, values and moral principles that each public servant must manifest in each of their positions. Basically everything that is written must be fulfilled, achieving the objective for which it was created and its correct application will allow it to become a Democratic State, as established in our Constitution.
