A reforma agrária na diocese de Ruy Barbosa, suas faces e formas de resistencia contra as investidas do capital.

Abstract:

The present research investigates the faces of the agrarian reform in the region of Ruy Barbosa from an analysis of the social, political and agrarian context. The problem that led to the investigation concerns the emptying of the flag of struggle for agrarian reform after a walk of more than 40 years in the territory of the Diocese of Ruy Barbosa. The dilemma between the priorities of the State, presented in four distinct stages, in agrarian legislation, in the mitigation of ethnic and class conflicts, in the structuring of the settlements versus the resignification of the agrarian reform pleaded by the organizations Pastorals of the church. In this perspective, we will consider the occupation of the region, legal customs and the role of the State through Official Law, from the Law of Lands in 1850 until the Federal Constitution of 1988, supported by the myth of modernity, the expansion of borders and concepts of progress and development. Faced with this, the resistance of the peasants, their strategies of struggle in search of emancipation before this hegemonic model of colonial base still in force. The work is organized in three chapters; The first deals with the colonial context and its impacts in contemporary times; The second refers to official law and customs, deal with legal customs and threats by the State through the Enforcement Law and the officialisation of the grilagem of public lands through the Law of Roberto Santos; In the third and last chapter, the official agrarian reform and its faces are alluded to, five periodical cuts since 1964 with the alliance for progress; The new legal order as of the Federal Constitution of 1988; Finding with the neoliberal policies in the field with: the New Route and the New Rural World in the Government of Fernando Henrique Cardos and the Dignified Life in the Field of Luiz Inácio Lula da Silva.
