According to the Constituent Assembly of 2008,“it is the interest of the Ecuadorian government, to achieve technological sovereignty and technological autonomy, as well as, a saving of public resources”. To know the end users degree of acceptance, to know the disadvantages, and to propose possible solutions, is the main aim of this research. In order to obtain results, techniques such as, an interview and a survey, as well as, the exploratory method, were used. This study was carried out in the main cantons of Morona Santiago province, in Ecuador. Through results analysis, it was determined that although Morona Santiago is an Amazon province, it has public institutions that are in significant processes of migration. It was also determined that most users prefer using proprietary operating systems and proprietary applications, due mainly to the lack of training in the use of Free Software.
