Abstract: This research emerges as a result of need to strengthen the community tourism initiatives (TC) in the Totoras Community in the damping zone of Sangay National Park (PNS) that currently has environmental problems as the advance of the agricultural frontier, burning of grassland, accumulation of garbage, overgrazing and the lack of promotion and tourist information. This research aimed to develop a proposal for community tourism that could have repercussions on the development of the Totoras community damping zone of Sangay National Park based on the lack of supply of tourism products, as well as insufficient sustainability of entrepreneurship, lack of effective leadership, the absence of regulation that has influenced the decline in tourism. To achieve the expected results of the research the legal framework of the TC has been analyzed to determine the sector's problems, also it helped to define the community development and the proposal was design in order that the TC has an impact on local development. For analysis of the activities of the TC, in the survey from 132 visitors, 96% expressed their preference and motivation for protected natural areas and 87% expressed their preference to visit natural sites on holidays. In the proposal, three tourist products for the tourism sector in PNS area of influence were defined.
